Create a list of business objectives or goals.  The objectives need to be specific and measurable to provide a guide for achieving the future state.  They do not need to be technical specifications at this point but should be decomposable to provide tasks.  Based on the business objectives there will be occasions when risk mitigation can be the primary goal. 

A chart of measurements based on future state should include the following items: Specific Goals, Measurements, Data Quality Checks, Enterprise Ability, Technical Skills, Security.

Specific goals help to provide a clear direction and internal motivations that will increase the chances of achieving outcomes and measuring progress effectively.

Data quality checks will help reduce the negative impact poor data quality can have in analytics.
